VEHICLE & DRIVING LICENSES GENERAL DEPARTMENT PROCEDURES

Issuing a learner License (New Application)
|
|
Required documents:
1. Fill in the proper Form.
2. The original Passport or Civil-ID including a photocopy.
3. The Enlistment Permit (For Kuwaitis).
4. 4 (4x6) Photos.
5. Blood type and a Medical Checkup.
6. The work permit including a photocopy.

Arabic and Foreign License Replacement
|
|
Required documents:
1. The approval of the Deputy Minister of the traffic Department
or a person how is authorized by him.
2. A Translation of the foreign licensee, certified from the embassy of the issuer country
and form the Ministry of Foreign Affairs here in Kuwait.
3. The valid Licensee including a copy.
4. The original passport.
5. The original Civil-ID including a photocopy, or a certified
proof of.
6. 4 (4x6) Photos.
7. Blood type and a Medical Checkup.
8. The work permit (incase of private sector).
9. A Document from your government department (incase of
government sector)

Gulf Cooperation Council-GCC License Replacement
|
|
It is
allowed for GCC citizens to drive using their GCC driving licensee which was issued from their countries
as far as it is still valid. Incase it is expired the traffic department
may renew their licensee with a Kuwaiti Licensee.
|
|
Motorbike learner License
|
|
Required documents:
1. The applicant age must be at least 17 years old as per article
88 paragraph 3.
2. The original Passport or Civil-ID including a photocopy.
3. The Enlistment Permit (For Kuwaitis).
4. Blood type and a Medical Checkup.
5. 4 (4x6) Photos.

Industrial or agriculture License
|
|
Required documents:
1. Photocopy of the company's trade permit, conditional to the
company's trade type. It must be a contractor or transportation.
2. Authenticated document from the company. Original Signature
authentication plus a photocopy.
3. Public driving licensee, include a photocopy.
4. The original Passport or Civil-ID including a photocopy.
5. Blood type and a Medical Checkup.

Driving License
|
|
Required documents:
1. Fill in the proper application form.
2. Birth certificate or Civil-ID to proof age.
The applicant age must be:
a. 17 years old for a Motorbike Licensee.
b. 18 years old for a private Licensee.
c. 21 years old for a public Licensee.
3. Blood type and a Medical Checkup.
4. The Enlistment Permit (For Kuwaitis).
5. Certificate of passing the driving test.
6. A valid residence permit for residents.

Private License validity
|
|
1. Valid for 15 years for Kuwaitis.
2. Valid for 10 years for residents.
3. Valid as per the residence period for domestic workers.
4. Valid to drive vehicles up to 10 passengers.
5. Valid to drive vehicles carrying up to two tones.

Lost or Damaged License Renewal
|
|
Required
documents:
1. Passport or Civil-ID, include a photocopy.
2. Pay required fees.
3. Blood type
4. Sponsor's approval signature for residences.
Incase
of lost or damaged licensee the applicant must apply for a replacement
within 10 days to the General Transport Department. Upon confirming the
validity of this incident and after paying the fees, a replacement will be
issued to the applicant. The damaged licensee or the lost one, incase it
was found, have to be delivered to the department (Transport Article 104).

In this case a police report is required.

Types of Authorizations and procedures to get them
|
|
Article(106)
An authorization is
required in the following cases:
1. Driving a taxi
2. Driving general transport vehicle.
3. Learner – vehicle driving instructor.
4. Learner – vehicle driving trainee
5. Passenger picking using tracks.
6. Wagon drawn by Animals.
7. Pickup drivers - workers in the private and government sector-
there authorization validity will be bound by there residence validation in
that company or institute.
An exception to this role, are government pickup drivers attaching an
authorization sticker in both sides of the pickup from the department of
transport.
8. The driver's residence of pickups in general ( private and government), must be associated with the
owner of the vehicle. This a list of exceptions:
a. Kuwaitis
b. GCC Nationalities.
c. The Resident owns an authorized backup before the Ministerial
article no 184/83.

License to drive a Taxi (new application)
|
|
1. Kuwait Citizenship.
2. Retired.
3. Certificate from the Public Insurance for Social Security.
4. Holder of a public driving License for at least a year.
5. Medical Checkup + Valid Police Certificate (to prove you are
of good character).
6. Passport or Civil-ID including a photocopy.
7. Passing the roads awareness and locations by the Department of
Traffic.

License to drive a call-up Taxi (new application)
|
|
1. Issued to workers in a Taxi-company. Void incase the worker
have left that company.
2. Original Signature authentication plus a photocopy.
3. .Application from the company. The company must be the resident
sponsor for the applicant.
4. Passport or Civil-ID including a photocopy
5. Medical Checkup + Valid Police Certificate (to prove you are
of good character).
6. Holder of a public driving License for at least a year.
7. Passing the roads knowledge and locations by the Department of
Traffic.
8. Good communication skills in Arabic and English.
9. The License must be renewed annually.

License to drive a public bus (new application)
|
|
1. Kuwait Citizenship.
2. Holder of a public driving License for at least a year.
3. Medical Checkup + Valid Police Certificate (to prove you are
of good character).
4. Passing a special driving test and knowledge in traffic laws
and roles.
5. Passing the roads knowledge and locations by the Department of
Traffic.
6. Passport or Civil-ID including a photocopy.
7. The bus should hold a public License plate.

License to be a drive instructor (new application)
|
|
1. Holder of a public driving License for at least a year.
2. Have to be of good character. Have never been convicted in a
crime, a sexual felony, honesty related crime or driving under the
influence of alcohol or drugs.
3. Passing a special test in: driving, knowledge in traffic laws
and roles, knowledge in car mechanics and the ability to be a car driving
instructor.

License for Cross-Border transportation (new application)
|
|
1. Application from the company requesting Cross-Border License
2. The Passport or Civil-ID including a photocopy. Subject to the
following: The driver's residence must be associated with that company.
3. Cross-Border vehicle registration paper, including a
photocopy.
4. Photocopy of the company Registration.
5. A list of vehicles owned by the company.

Pickup Registration
|
|
1. The owner of the pickup is the same entity of the applicant's
residence sponsor.
2. The Passport or Civil-ID including a photocopy
3. Vehicle registration paper, including a photocopy.
4. Driving License, including a photocopy.
5. Photocopy of the Sponsor Civil-ID.
6. Application from the residence sponsor (Incase of: the
applicant residence type was article 18).

Workers
Pickup Registration Transporting
|
|
1. Application from the company requesting Transporting Workers
Pickup.
2. Workers insurance.
3. Vehicle fitness test. Indicating the number of passengers.
4. Pay the required fees.
5. A Valid Police Certificate (to prove you are of good
character)
6. Vehicle registration paper, including a photocopy.

Registrations Renewal
|
|
1. Any criminal
precedent cases existed is sent off along with the fingerprints, pickup
registration renewal is excluded.
2. Passport or civil
ID and photocopies of them.
3. Letter from the
company stating the applicant residence is on the company, Kuwaitis are
excluded from this letter.
|
|
Vehicle Registrations
|
|
1. The owner of the
vehicle should attend or any of whom he represents him to request for a
vehicle registration with filling in the proper form, enclosed with it
identity proof documents, place of residence, and vehicle ownership. The
registration will be issued after fulfilling all the conditions of the name
of the real owner.
2. Enclosed with the
registration application:
a.
A document proves the owner identity and his place of residence.
b.
A document proves the vehicle ownership.
c.
Proper form for the vehicle technical test application.
d.
Proper document for appointing the owner legal representative.
e.
An insurance document from the Vehicles Accidents.
3. The validity of
new vehicles and motorcycles is (3) years, after the
registration expired a new renewal registration
application is required and should be done within (10) days after the
expiry date, the registration is valid for only (1) year.

Transferring Vehicle Ownership
|
|
On the
state of transferring ownership, the original owner should inform within
(10) days to the relevant department in the Traffic General Department,
enclosing with the informing note a photocopy of the documents for
transferring ownership. The new owner also has to go within (10) days to
the relevant traffic department requesting for transferring the
registration to his name, that will be by filling in the proper form
enclosing vehicle driving registration, person identification documents,
place of residence, person attribute, nationality, ownership transferring
title, document of amending the insurance policy to new owner from the
Vehicle Accidents, clearance report from any traffic violation fines, and
the new owner should pay the fee for transferring ownership application. If
the transfer of ownership is not notified or the request for the transfer
to the new owner name is not applied within (10) days, the registration of
the vehicle is cancelled according to the law and the relevant department
in the General Traffic Department has the right to withdraw the
registration and the vehicle license plates administratively, considering
the vehicle is driven without registration and a new ownership transfer
process procedures should be done again in order to issue a valid vehicle
registration.
Note:
The
original vehicle owner should attend personally in order to transfer the
vehicle ownership or any whom he represents him by an authorized
representing document or a signature authorization if the owner by the name
of a company or establishment.

Substitute lost or damaged license plate or vehicle
registration
|
|
The vehicle owner or any legal representative should notify
the concerned department within (10) days for the lost or damaged of the vehicle
registration or any of the license plates. To request for the substitute,
submit on the proper form and pay the fee. On this state a lost or damaged
license plate or vehicle registration, a notification letter is needed from
the police station.
|
|
Renewing registration if the vehicle is outside Kuwait
|
|
If the vehicle is outside the country at the time of renewal
of the registration, the renewal should be on time by presenting any proof that
the vehicle is outside the country. Giving the attention that the vehicle
should be immediately brought to traffic department whenever it enters the
country for technical inspection along with the insurance policy according
to the traffic law.

|
Export license plates
|
|
1.
If the vehicle is not registered by the General Traffic Department and has
a license plate, it can be exported through customs directly.
2.
If the vehicle had been registered by the traffic previously and had a license
plate, it can be exported as follow:
a.
A valid insurance policy with minimum of (1) month.
b.
Vehicle technically inspected.
c.
Process fee paid.
d.
Vehicle must be cancelled from the traffic computer system.
e.
License plates must be returned to the relevant traffic department.
f.
Export license plates replaced.
The
export license plates issued for the vehicle owner when exported outside
the country and valid for up to (48) hours, afterward these export license
plates are removed on the country exit. In case of delays, the license
plates should be renewed with the payment of the fine fees.
If the
vehicle is a brand new one, it is directly transfers from the importer to
the customs because it is not registered and doesn’t have any license
plates and has no file record at the General Traffic Department.

Scrapped or Wreckage Vehicle
|
|
1.
Vehicle is entered for technical inspection to prove
of its non-validity.
2.
Letter from the scrapped vehicles confirming the vehicle
sold as scrapped.
3.
Fill in the proper form.
4.
Pay application fee.
5.
Present any precedent violations.
6.
Traffic employee checks out for the documents in order
to process for cancelling the vehicle from the system.

External Use Pickup license plates (Companies)
|
|
1.
Public driving license.
2.
Certificate from the Ministry of Communication (MoC License).
3.
Signature authorization from the company.
4.
(5) Public pickups maximum for a company and (1) only
for an individual use.
5.
If the company is not licensed from the Ministry of
Communication, the given license will be for internal use only.

|
Diplomatic Authority License Plates
|
|
1. Issue insurance
policy for the vehicle.
2. Bring in the
vehicle customs certificate.
3. Letter from the
embassy verified by the Ministry of Foreign Affairs.
4. Enter the vehicle
for a technical inspection if it’s imported from outside the country, but
if purchased from a local market (accredited agent) the vehicle is exempted
from technical inspection.

Diplomatic authority vehicle
registration renewal
|
|
1. New insurance policy.
2. Vehicle technical
inspection, the director of General Traffic Department can exclude this
procedure.
3. Embassy stamp for
the application.
|
|
Temporary Customs License Plates Entry
|
|
License
plates can be issued (temporary customs) and be exempted from registration
temporary in (2) cases:
1. For vehicles which cross the
country (transit) and are not registered in the coming from country. The
validity of using these license plates is no more than (48) hours.
2. For imported vehicles into
the country through individual importer and don’t carry license plates from
the imported country of origin. The validity of the license plates is (1)
week until the registration is done.

Conditions of exemption for country bypassed by foreigners or
tourists or any similar for obtaining vehicle registrations
|
|
1. Vehicle should be
registered in its country of origin with a valid registration during the
period spent in Kuwait
and carries its country legal license plates.
2. Vehicle owner
should notice the General Traffic Department within a week after entering
the country.
3. Vehicle should be
covered by a valid insurance policy.
4. Traffic department
should be notified immediately for any address changes of the vehicle
drivers or any conditions change of their residence.
5. The period of
vehicle staying in the country is no more than (3) months, if any necessary
conditions occurred to stay more, the traffic department should be notified
before the permitted period ends.

Conditions to issue commercial license plates
|
|
To
issue commercial license plates is after applying in the proper form,
paying the fees and meeting all the legal procedures conditions.
The
documents required are:
1.
Agreeable documents to verify the applicant identity such as his
nationality, attributes, and residence.
2.
An official document proves the applicant is recorded in the commercial
registration.
3.
Shop or factory commercial permit.
4.
Insurance policy of these vehicles according to the traffic law.

Conditions of using commercial license plates
|
|
By
giving commercial license plates it can be exempted from registration as for
vehicle manufacturers or traders or importers or repairers as long as the
applicant registered with these previous attributes in the commercial
registration, and the usage of these commercial license plates are for the
following purposes:
1. Transporting the
vehicle from the arrival point to the factory or to the business shop.
2. Test driving of
the vehicle front of the buyer or by the buyer himself.
3. Testing the
vehicle driving after fixing.
4. Transporting the
vehicle from the traffic department to a certain place if a vehicle
registration procedure is not completed.
5. Transporting the
vehicle to the traffic department for registration.
6. Similar other
purposes that approved by the General Traffic Department.
If any
of the conditions for giving the commercial license plates violated or the
usage of the vehicles to any other purposes mentioned, the license plates
will be withdrawn administratively and the vehicle considered driven
without registration.

Vehicle Registration Renewal
|
|
1. New insurance
policy.
2. Vehicle technical
inspections pass.
3. Passport or civil
ID and photocopies of them.
4. Application fees
paid.
5. Precedent records
stamp.
6. Relevant traffic
employee to enter the new data in the computer system.
7. Make sure of the
new data printed in the vehicle registration.

Vehicle registration for the Amiri Diwan vehicles and Government
vehicles
|
|
Vehicle
registration procedure for the Amiri Diwan private vehicles is processed by the Amiri Diwan officer
personnel.
These vehicles
are exempted from technical inspection by providing a certificate from the Amiri Diwan workshop proving
their technical validity and meeting all the conditions; that is for new
vehicles and it’s valid for the first (4) years. Afterward, the vehicles
are brought to technical inspection in the General Traffic Department and
they are exempted from registration fees and license plates insurance. The
registration is valid for (1) year and renewed for further periods.
For
government vehicles registration, applications requests are followed by the
government authority employer. The vehicles are exempted from the traffic
department technical inspection by providing a certificate from the
government workshop authority proving their technical validity and meeting
all the conditions; that is for new vehicles and it’s valid for the first
(4) years. Afterward, the vehicles are brought to technical inspection in
the General Traffic Department and they are exempted from registration fees
and license plates insurance. The registration is valid for (1) year and
renewed for further periods.

New Government Vehicles
|
|
1.
Letter from the ministry or the government authority which the vehicle
belongs to.
2.
Fill in the proper traffic form.
3.
Ministry stamped.
